Upgrade sriov-fec-operator to v2.12.0

List of changes included in v2.12.0:
- Added support for multiple accelerator configuration in multi-node
  cluster environment.
- Added support to change the log level at runtime for daemonset.

List of Tests performed:
- Sanity tests are passed
- application upload/apply/remove/delete tests passed on N3000, ACC100
- Single accelerator configuration apply,delete verified on AIO-SX.
- No regression on single accelerator configuration.
- daemonset log level change tested.
