Yuxing Jiang 1077392459 Revert retry for clearing FM alarm 
This commit reverts the retry for clearing the config out-of-date
alarm. The task to clear that alarm after applying FM config change
during re-homing will be moved to the subcloud rehoming playbook.

Test plan passed:
After rebooting an SX node, no error reported relating to clear config
out-of-date alarm, no config out-of-date alarm raised, node config
applied equals to config target.
