Jim Gauld 72631fdd60 Revert "Host-unlock: delete and recreate k8s cluster-info configmap"

This reverts commit 35ae75e1ab.

Reason for revert: Partial-Bug

Large-scale testing DC lab hit situation where kubeadm join robustness
fix made things worse. We delete cluster-info configmap but are unsuccessful
when re-creating the configmap. That solution needs rework.

The starlingx/config repository handles the StarlingX configuration management services.

Its key component is the System Inventory Service (Sysinv), which provides the system command-line interface (CLI)¹.

This repository is not intended to be developed standalone, but rather as part of the StarlingX Source System, which is defined by the StarlingX manifest².
