Yuxing Jiang 8c9b977945 SX-DX migration: check admin interface config 
This update add a semantic check to ensure that if the admin
interface exists it is not configured on loopback before allowing
the AIO-SX to DX migration to begin.

Test plan:
1 System oam-modify failed as expected if the admin interface is
configured on "lo".
2 System oam-modify suceeded if the admin interface is not configured.
3 System oam-modify suceeded if the admin interface is configured
on an interface rather than "lo".
