Ron Stone ab2c5331c8 Apply dir convention to DC 
Moved all DC content under a kubernetes directory. This is needed
to allow title versioning distinctions in partner builds.

RegionOne and SystemController Modes

You can operate the Central Cloud in RegionOne mode for local configuration, or SystemController mode for management.

To change the mode, select it in the Horizon Web interface top panel.
