Added complementar information for ``is_max_cpu_configurable`` capability. Added more information for adjust the maximum frequency and rewords. Some reword and structure updates. Minor updates for GUI topic. Formatting fixes and minor reword updataes. Updated parameter description and created a new file to parameter configuration.
