Adding nomination to STX Openstack-Distro PL / TL

Nominating myself for both roles for this tenure, while we prepare a new
TL for future elections. My plan is to focus on the PL role in the
future.

My name is Thales Elero Cervi and I am nominating myself for election
to the StarlingX Openstack-Distro PL role.
I'm working with the stx-openstack application for two years and was
elected for the TL role last election (2022 H2). I am nominating myself for
both roles this time (2024 H2), while we prepare a new TL for this project
as part of the next tenure.

My name is Thales Elero Cervi and I am nominating myself for election
to the StarlingX Openstack-Distro TL role.
I'm working with the stx-openstack application for two years and was
elected for the TL role last election (2023 H2). It has been a pleasure
to be part of this community since day zero and I would like to continue
leading the Openstack Distro team development and test efforts for our
upcoming releases.
My goal for the project is to ensure that the stx-openstack application is
stable, reliable, updated with the latest OpenStack releases and compatible
with the latest versions of StarlingX. Our short-term goal is to have a
stable stx-openstack application, delivering OpenStack 2024.1 (Caracal)
services for stx/11.0 release. Also, my middle-term goal is to review, rethink
and rewrite the stx-openstack related documentation, making it more friendly
to new users.
During the next tenure I am to prepare a new community TL to take over the
StarlingX Openstack-Distro TL role while I move to the PL role and focus on it.
