This patch updates the dates for the TSC and PL/TL elections on the
election web page.
It also updates the number of open TSC positions.

Switch to openstackdocstheme 2.2.1 version. Using
this version will allow especially:
* Linking from HTML to PDF document
* Allow parallel building of documents
* Fix some rendering problems
Update Sphinx version as well.
Disable openstackdocs_auto_version to not auto-version the documents.
Disable openstackdocs_auto_name to use 'project' variable as name.
Change pygments_style to 'native' since old theme version always used
'native' and the theme now respects the setting and using 'sphinx' can
lead to some strange rendering.
openstackdocstheme renames some variables, so follow the renames
before the next release removes them. A couple of variables are also
not needed anymore, remove them.

Cleanup setup: Remove unneeded requirements, cleanup tox.ini and
setup.*.

This patch removes Bruce Jones from the list of election
officials for now so he can run in elections as well as take
on other responsibilities within the community.

This patch adds the dates for the TSC elections in the
2020 H1 period. The elections will start on Tuesday to
follow earlier community preference on timing.
The patch also updates the number of open TSC seats and
the deadline to confirm email addresses for the electorate.
The folder for nominations is also created at this time.

As we have a few PL positions open with more than half of
the terms still left we are holding interim elections to elect
new PLs. See the mailing list note[1] for further details.
This patch updates the election dates to match the interim PL
elections.

This patch updates the election dates and deadlines for the H2 elections
in 2019. This patch also adds description for PL/TL election details. The
patch furthermore adjusts the text to clarify that only OpenStack Foundation
individual members can participate in the elections.

As the resolution is merged to define the role and responsibilities
of the election officials this patch adds the right link to the
index.rst file.

Adjust the election dates to have the periods start mostly on Mondays.
The patch also pushes out the confirmation of the email addresses to
give people enough time to do it.

Add a folder for documentation on election processes and tools. The
index.rst file contains the description for the StarlingX TSC
election for now and will be amended later with further details on
electing other leadership role seats.
Adding docs build job as well to test.
