Rework fm-mgr Makefile and spec

Move service installation out of the Makefile.
This will let Debian build system control the service installation.

Test on CentOS:
PASS: build-pkgs && build-iso
PASS: install iso & fminit service exists
PASS: bootstrap & unlock
