StarlingX Horizon plugins for new StarlingX services

This is part of the changes required to implement USM in GUI (Horizon). This include Deploy Activate Rollback function for a Patch Release or Major Release. TEST PLAN: [PASS] Build, install [PASS] Check if GUI shows and work as requested changes: 1. On Admin Dashboard in Software Management Tab: - Show Deploy Activate Rollback on action menu in the Release Table.
