Remove unused openvswitch packages 

To avoid any conflicts between openvswitch and any other
option of vswitch type we are removing all openvswitch
packages that are not being used by the platform.

Test Plan:
PASS: Generate the debian image without the packages
identified as unused by the system.
PASS: Apply stx-openstack in a environment generated
without the packages identified as unused by the
system and verify that all neutron agents are UP.
PASS: Spawn VMs and check ping/ssh comands.
