Karla Felix 114648cf5e Change ldapsetpasswd error message 
This review is changing the ldapsetpasswd error message to comply
with new password rules:
- Minimum 12 characters
- At least 1 Uppercase letter
- At least 1 number
- At least 1 special character
- Cannot reuse past 5 passwords

Test Plan:
PASS: Try to change the password that doesn't comply with the
      new rules and verify if the correct message is shown.
