Zhixiong Chi d52137d9c7 Drop the userspace tool kpatch for livepatch ...

As there is no plan to support livepatch feature in StarlingX community,
now we drop the userspace tool kpatch of this feature.

TestPlan:
PASS: build-pkgs -a
PASS: build-image
PASS: Jenkins installation.
