Jerry Sun cd4fe5dbc8 Remove Cloud-Provider-Openstack from Build 
Cloud-Provider-Openstack is required for Keystone authentication with
Kubernetes. Since we are no longer doing that, we can remove
Cloud-Provider-Openstack from the build.
