Junfeng (Shawn) Li fd88bc4684 Install kubectl cert-manager plugin 
Details: We need this kubectl cert-manager plugin for
upgrade from 21.12 as we need to update cert manager
k8s app.

Test Plan:

PASS: built the iso, installed it and verified
      this plugin is installed
