John Kung 79faff5044 Update stx-monitor for kubernetes API 1.16 
Updates the referenced stx-monitor helm charts to be
compatible with kubernetes API 1.16

As elasticsearch is planned to transition to
https://github.com/elastic/helm-charts/tree/master/elasticsearch,
the incremental changes to helm charts required to support 1.16
are included.

Verified on AIO and Standard system.
