Lucas de Ataides fbb747ca74 Document the openstack-armada-app repository 
The purpose of this change is to document the architecture of the
openstack-armada-app repository, explaining what each folder is
responsible for / what it does. It also adds the HACKING.rst and
CONTRIBUTING.rst, which are already present at other repositories.

PASS - Verify that the rst files are properly loaded

Contributing to STX-Openstack

If you would like to contribute to the development of STX-Openstack, you must follow the steps in this page:

https://docs.openstack.org/infra/manual/developers.html

Once those steps have been completed, changes to Openstack should be submitted for review via the Gerrit tool, following the workflow documented at:

https://docs.openstack.org/infra/manual/developers.html#development-workflow

Bugs should be filed in Launchpad with the tag "stx.distro.openstack":
