remove unused package from the docker image

The base docker image install python3-pip, but under debian bullseye it ends up installing gcc-9-base, but since the default gcc version on bullseye is gcc-10 the gcc-9-base is unused.

Closes-bug: 2122042

TEST PLAN

PASS docker image build succeeds (./build-stx-base.sh --local --version=DEV)
