Marcelo de Castro Loebens c1af051129 Reintroduce openscap ...

Our approach to build openscap changed from a custom build to use
the default debian package in Trixie. However, the default package
was not installed in the deploy, so openscap scanner was not
usable.

Test plan:
PASS: Deploy AIO-SX.
PASS: Verified that the packages are present (w/ dpkg).
PASS: Run a test scan with 'oscap' cli.
