Update notificationservice-base-v2 tag to stx.12.0-v2.4.9

This commit updates notificationservice-base-v2 image that
includes recent changes upto [1].

[1] 05f730fd90

TEST PLAN:
PASS: Deployed ptp-notification using the target image version and
verified basic operation (get status, subscribe, push notification,
delete, list)
