Remove gcc-9-base from installation

Package gcc-9-base isn't needed to be installed on the target,
and isn't depended by any other packages. So remove it.

Test Plan:
 Test together with the commit for tools repo as
 <Remove gcc-9-base from downloader lst>
 Pass: downloader; build-pkgs; build-image;
 Pass: install iso OK on target, and check that gcc-9-base isn't
       installed.
