Davlet Panech 0d05299282 branching: don't remove manifest .gitreview ...

Branching script always removed .repo/manifests/.gitreview file because
it incorrectly thinks that git_review_method != "gerrit". Use a
different function in this case that doesn't rely on the repo tool.
