Rogerio Ferraz eb9bfcb9fc Add tag stx.8.0-v1.0.3 to vRAN docker images
The images starlingx/stx-debian-dev and starlingx/stx-debian-tools-dev
are static-tagged as stx.8.0-v1.0.3 due to added support of Quartzville
tools.

Test Plan:
  - Container image is built successfully on Debian (PASS)

## Example commands for building StarlingX images
