Davlet Panech d37b0b9a8e build-stx-images.sh: use URL when cloning git repo
Loci with MIRROR_LOCAL=yes attempt to clone a local repo over HTTP. This
doesn't work in Debian environment because the builder pod doesn't
include a web server that provides access to local files.

Solution: use environment variable $BUILDER_FILES_URL defined by
https://review.opendev.org/c/starlingx/tools/+/873010 .

TESTS
================
Create a dummy Loci build recipe with MIRROR_LOCAL=yes. Make sure "git
clone" succeeds during the build.
