Update debian_pkg_dirs for puppet modules

Browse Source 
Add puppet modules to debian_pkg_dirs. This way they will be picked up
by the build system and packages built.

Instead of having merge conflicts for each puppet module review,
provide a single commit updating debian_pkg_dirs.
