croy f9515810f4 Changing Duplex requirement marker on test_delete_and_add_all_ptp_configuration ...

Changing the lab_is_duplex marker in favor of lab_has_standby_controller for
test_delete_and_add_all_ptp_configuration. Additional requirements for matching
the ptp_setup_template is likely to be added in the future for those test cases.
