Update dcmanager kube-rootca-update-strategy create command to correctly
handle the `cloud_name` positional argument. This allows creating a
strategy targeted to a single subcloud, instead of requiring a group or
all-subclouds.
Test Plan:
- PASS: Verify kube-rootca update strategy for a single subcloud
- PASS: Verify kube-rootca update strategy creation for all subclouds
