Heitor Matsui 1746991d98 Deploy precheck/start cleanup ...

This commit removes deprecated code from deploy precheck
and start scripts, remove a small TODO from the upgrade_utils
module regarding logging, and some etcd-related unused
variables from the prepare-data-migration script.

Test Plan
PASS: run deploy precheck
PASS: run deploy start
PASS: verify logging and output from both scripts
