Update python-glanceclient for Bullseye

Browse Source 
Aligned the package layout with the concurrent Debian packaging
conventions. Relocated package files under 'debian/bullseye/' and removed
legacy paths under 'debian/'.

Updated related build references to ensure compatibility with Bullseye.

PASS  master bullseye build
