Matthew Treinish 88372882bb Move tempest exceptions to tempest_lib dir ...

This commit moves the exceptions file from tempest. This is left fully
intact from tempest, despite there not being a need for most of the
exceptions now. This will eventually be cleaned up as the functional
split around them becomes more clear.
