Yuriy Taraday d9ab3b4ccc Consolidate all oslo_config.cfg.CONF imports to fuel_cpp.config

Also move config initialization to fuel_ccp.config.

This is the first step to replacing oslo.config with YAML-based config.

Docker images builder for OpenStack services and infra.

Please feel here a long description which must be at least 3 lines wrapped on 80 cols, so that distribution package maintainers can use it in their packages. Note that this is a hard requirement.
