Add stable branch dashboards for Nova 

This change adds two simple stable branch dashboards for Nova based on
the original stable-maint dashboards but just targeting openstack/nova
and openstack/novaclient.

The per branch dashboard is limited to Stein, Rocky and Queens due to
the 10 query limitation with these dashboards.
