Patch Set 2: Code-Review-2

The snap still pulls in the libxen binaries, even after this change, per the following messages in the build:

The 'qemu' part is missing libraries that are not included in the snap or base. They can be satisfied by adding the following entries to the existing stage-packages for this part:
- libxen-4.9
- libxenstore3.0
Priming libvirt 
The 'libvirt' part is missing libraries that are not included in the snap or base. They can be satisfied by adding the following entries to the existing stage-packages for this part:
- libxen-4.9
- libxenstore3.0

(The messages are shaded yellow, if you're building in a color term.)

To merge this, I think that we'd need to turn off some flags in the qemu build ...
