Kristi Nikolla 082ced54e4 Add folder and template for specs 
From now on we will be tracking major features using specs proposed
against master. Specs should be proposed with the
``mixmatch-specs`` topic.

Building Docs

Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
