naichuans 4f36d66403 os-xenapi: add unit tests for agent.py ...

Currently all our OpenStack Dom0 plugins are moved to os-xenapi,
but some of them don't have any unit test, this task is to add unit
test for *agent.py*.
Add dir checking to avoid logging dir doesn't exist issue
