Introduced fuel-mirror

Avaliable commands:
- create - Creates a new local mirrors.
  fuel-mirror create --input ubuntu.yaml

- apply - Applies local mirrors for Fuel-environments.
  fuel-mirror apply --input centos.yaml -e "ENV1"
