Riccardo Pittau 1d160de11c Make CI work 
Update tox.ini to be current.
Move some requirements from test-requirements directly to tox.ini.
Include a py27 constriants file for running py27 tox tests.
Remove lower-constraints.txt, it's not used anymore.
Use wallaby jobs.

Also fix some pep8 issues.
