Pengfei Ni 291127f0d1 Add devstack plugin for stackube ...

The plugin install components including

* OpenStack Keystone, Neutron and Cinder with Ceph backend
* Kubernetes with frakti container runtime
* Kubernetes auth via keystone

Implements: blueprint kubernetes-deploy
