Run unit tests with python3.6 distributed with CentOS 7 

Introduces a new centos-7 unit test job:
 tobiko-tox-py36-centos-7

This renames existing py38 unit test job:
 tobiko-tox-py38 -> tobiko-tox-py38-centos-7
