yatinkarel e7d31aa59d Fix wheel_mirror for Debian 
The default wheel_mirror(including major.minor) no longer works for Debian,
Fix it by using just major version like debian-11-x86_64. Similar was
fixed in [1] but missed fixing configure-mirrors.

URL to override the generated pypi mirror url based on :zuulconfigure-mirrors.pypi_fqdn.
