James E. Blair 768ad0ec83 Redirect zuul-client to zuul-client/latest

We do this for all the other docs, but we did not do it for zuul-client,
which means we are serving a stale version of the docs at the default
url.  After this merges, we can delete the files in the base zuul-client
directory and rely on the currently updated lastest/ and $version/
directories.
