Jeremy Stanley 5d9b2f7041 Add temporary opendev-tox-docs clone for base-test 
In order to exercise the opendev-tox-docs job with base-test as its
parent, we need to merge a duplicate job definition with a different
name. This change can be reverted once testing of the gzip
compression changes for base-test are copied into base.
