Clark Boylan f6ec1dd4b9 Drop container image builds

OpenDev wants to stop maintaining bookworm images. Rather than update
the gear image from bookworm to trixie we simply stop building it. The
reason for this is we are unaware of any current users of this container
image (or of gear). It seems like a good opportunity to do less rather
than continue trying to move this tool onto newer platforms.
