Move horizon weekly team meeting to openstack-horizon channel

This patch is purposed to move horizon weekly team meeting
to openstack-horizon channel from openstack-meeting-alt channel.
horizon team discussed this topic during the last weekly meeting [1].
It also updates chair info.
