System configuration for the OpenDev Collaboratory

The constructed inventory plugin allows expressing additional groups, but it's too heavy weight for our needs. Additionally, it is a full inventory plugin that will add hosts to the inventory if they don't exist. What we want instead is something that will associate existing hosts (that would have come from another source) with groups. This also switches to using emergency.yaml instead of emergency, which uses the same format. We add an extra groups file for gate testing to ensure the CI nodes get puppet installed. Puppet Modules
These are a set of puppet manifests and modules that are currently being used to manage the OpenStack Project infrastructure.
The main entry point is in manifests/site.pp.
In general, most of the modules here are designed to be able to be run either in agent or apply mode.
These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
