roles: bifrost-ironic-install: SUSE/Debian: Add gcc and python-pip packages

It also added new package dependencies such as python-pip and gcc but it missed the SUSE and Debian files. This patch fixes that. Change-Id: I6524db298bb559e0db138825c5c7641276855349 Fixes:c6e2851819
