David Negreira 3c6194d536 Add support for lunar 
As lunar introduces python3.11, psycopg2 version needs to be at least
version 2.9.5 to support it.
Modify the tests to run on Lunar and remove the Kinetic ones.

Closes-Bug: #2025983
