Jens Harbott d5f6f2ab7a Delete removed dashboard panel when upgrading

The old v1 dashboard panel has been removed, when upgrading from an
older version we need to remove the symbolic link for it in order to
avoid horizon from failing.

Enabling in Devstack

WARNING: the stack.sh script must be run in a disposable VM that is not being created automatically, see the README.md file in the "devstack" repository. See contrib/vagrant to create a vagrant VM.

Download DevStack:

git clone https://opendev.org/openstack/devstack.git
cd devstack

Add this repo as an external repository:

> cat local.conf
[[local|localrc]]
enable_plugin designate https://opendev.org/openstack/designate

run stack.sh
