do not gzip legacy service logs

This change removes the .gz extension from the
service and syslog logs exported via journalctl.
This change nolonger gzip compresses the exported
logs so that they can be rendered in the browser
directly when served from swift.

Conflicts:
    roles/export-devstack-journal/tasks/main.yaml
