Dan Smith 25cd7eb672 Fix g-api-r for non-global venv ...

This makes the glance-api-remote setup honor the GLOBAL_VENV flag,
and not pass the --venv stuff to uwsgi if it is disabled. This should
fix the glance-multistore-cinder-import-fips job.
