Matt Riedemann 59e6ff10ce Remove IRONIC_USE_RESOURCE_CLASSES check ...

Nova has dropped support for non-resource class
baremetal scheduling, so the IRONIC_USE_RESOURCE_CLASSES
flag is no longer useful and has been removed.
